PayPal India now supports INR for domestic payments.
However, selecting INR in User upgrade for Paypal is shown as Invalid.
I am attaching screenshot of PayPal account that I signed today and it shows INR as primary currency.
I can't find a definitive list of the supported currencies and it does vary from region to region so I've just removed any restrictions on currency usage here.
