I have created a gallery category and then created child gallery's from that with years. but when I click on the parent it shows no media has been added. I can only see it when I click into the child, shouldn't the parent at least have a index?

Categories by default will always show the media they contain, only.
To show media from all child categories, you can set the permissions of the category so no usergroups are allowed to add media:

I checked and everything is set to "all groups" already. I checked in the permissions and do not see anything about viewing child forums.

You need to set up the "Parent" category as per my screenshot which is to click "Selected User Groups" and de-select all user groups.
