Weird, I thought I checked this before and it was working, it must have been for something else...
When the board is set as inactive it's still returning a 200 OK response, shouldn't it be a 503? One problem would be for sites that set their board inactive for a long period of time. It may be handy for users to set how long they plan to reactivate the site to adjust the retry-after header.
These days I think most search engines know not to index your maintenance page so feel free to move this to Suggestions: Tweaks & Small Features if you don't think this is a bug, but I think this is still better than leaving a 200 response.
