XF 1.5 Order upgrade for server then upgrade or other?

My server is running an older version of PHP, 5.6, with Xenforo 1.5.9. XF is installed at domain.com/forum.

I also have an older version of MediaWiki, 1.23, running the wiki at domain.com/wiki

Basically I want to upgrade both XF and Mediawiki to the latest versions, and trying to decide the best steps to do it. Should I shut down the sites, upgrade the server first to PHP 7, then upgrade XF, and MediaWiki, or should I upgrade XF and MW, and then the server to PHP 7?
