XF 1.1 Only threadstarter should answer on his thread

is it/ how is it possible, that only the threadstarter could answer on his thread and not every other user?

There is a permission called View threads by others which can be revoked to make it so people can only view their own threads. And of course if you can't view a thread then you can't reply to it. But there is no specific permission like this for replies.
