Yes. You can see all of the designs on Emojipedia.
The half design is mimicked from Apple
Personally I prefer it. Yesterday on Twitter I had to hover over a Twitter emoji to see the tooltip to understand why there was an emoji with a slug on his head before I realised it was a salute.
Anyway personal preferences aside, it is what it is.

I thought we were using JoyPixels.
This shows a full salute for 7.0.

Well, there are three JoyPixels versions on that page. 7.0, 8.0 and 9.0.

But, yes, they appear to have been inspired by Apple. Not uncommon. I think a lot of their artwork is based on Apple's.
