XF 1.5 Only confirmation emails not being sent

I have an issue where the only confirmation email is not being sent, this happens both with the Email Transport Method set to Default and when using SMTP servers of both GSuite and Amazon SES.

When I test sending emails to users they are sent, I can also see PM/thread/post notifications being sent but not confirmation emails when checking the PostFix server logs, the logs are showing me that test emails are being sent but confirmation email don't even appear to be processed at all, nothing appears in the log for confirmation emails. This is the same when I use SMTP, I can see the sent email for everything else but confirmations?

I've re-uploaded all forums files to see if that could be the cause but still the same

Totally stumped at this stage and ready to jump out the window!!

After doing a bit more investigation it appears that confirmation emails were being sent until 18 of March which as it turns out was when I updated to 1.5.18. I can see the sent email in the gsuite gmail account used up until that date.

Also to add I tried disabling all addons and the issue still exists.
