Old values in input fields?

In many forms fields everywhere I can use the arrow key down and choose an old input.
In my list to moderate new posts, I cant use that. But I really would like to have that, because it would save a lot of typing.
Does someone know why some fields have this feature and others not?

The field name has to be consistent for the browser’s autocomplete to pick it up. Also it’s never applied to textarea elements as far as I know.

And while fields have names like reason[post][381933], we never remember the content from before ...
