XF 2.3 Old Mysql dump.

I have this old sql dump since 2018 with an old vb forum and Pp integration 2.6gb
I would like to try and import it to a local XF server. How would that best be done?
What xf version should I use?
What Php versions?
And what Importer?

Can I import straight from the .sql or do I need a running db?

Yes.
Once it has been imported into a database.

You can likely use the latest XF and importer.
