Lack of interest Notices need more display flexibility

For example we can show a notice when it's in a specific node, but we can't hide it in a specific node if we also want it to show in other locations outside nodes. And we can't show it in more than one navigation tab.

So ATM I feel the display criteria need a bit more flexibility.
