XF 1.2 Notices and Custom User Fields

Is it possible to have a notice display to users who HAVEN'T filled out a custom user field(specifically a dropdown selection?).

Only thing I'm seeing is if they have one of the options chosen.

It's not possible as easily as that unfortunately

Closest thing is to use Usergroup Promotions to promote them to a usergroup if it has a relevant value, and then target a notice at those users NOT in that usergroup.
