1. Set max-width instead of width;
2. That popup should display under the link in the mobile version.

Keep in mind that in the average case where it displays (tablets, phones), there is no node description tooltip.

So maybe it should be disabled for mobile since the don't have a hover state click.

They are disabled for mobiles as is. I'm just saying that adjusting a desktop browser is good for testing, but it's not always an identical experience.

Regardless, I have made a change here for this to be rolled out soon.
