Duplicate No title specified - error message in new page instead of pop-up.

When there's no title specified it takes you to an error page (and you have to press back), but when flood control kicks in the alert pops up.

I reported as a bug because I assumed all errors were going to be pop-ups instead of taking you to a new page.
