Changes were made in 2.3.4 for admin permissions.
Does your account have super admin status?
If not, ask a super admin to check this for your permissions.
And any others you need.

I just upgraded my test server from XF2.2.16pl2 to XF2.3.4 and the Server environment report is there.
Do you have any admin panel add-ons such as admin notes?

What happens when you disable listeners?
$config['enableListeners'] = false;

BTW, on my upgrade all the admin sections were minimized.

Click the arrow on the right of where it says Server environment report.

Where do you see "Server environment report" on my screenshot? I don't have that anymore since the update.
I'm also missing the buttons ("Users"...) above "Server environment report" I see on your attachment.

Oops, my bad. Didn't notice it missing.
Can you shut down your board temporarily and disable the listeners?
Anything in the error log?

No change, apart from:
Not with event listeners enabled. Also no file health check error.
