No permission to download for resources from other members

Hello what can be the reason if the the download button like:



for resources with other members has added. it is only active for own resources. This issue is also for admin user, which has all permissions for the resources manager.
It is also the same if admin is just in the Administrative User Group (is not in multiple group).

Run the permission analyser against an affected account to check the final value and how it is being determined.
