No Discussion tab on new resource

A user posted a new resource but put it in the wrong category. I moved it. There is no discussion tab on the resource, and no post in the linked forum. An earlier post that I did in that same category created a post in the linked forum and had a discussion tab. How to I get that discussion tab back? This happened on two resources.

This would happen if the category it was originally posted in did not allow for a discussion thread.

I don't think it's possible to edit the resource type to include discussion once it's been created without.
