Newly assigned user ID

Can I newly assigned a user ID?
Is user 5 deleted, can I now assign this ID a new user?

No have over 500 registrations this but nearly 100 users in a forum only, would like to just have the ID continuously.

There's absolutely no benefit to having a continuous run of user IDs. You'd be better off using you time more constructively on enhancing other aspects of your site that would benefit users than to try and solve a non-issue that gives them no benefit.

The user from 589 to ID 5 to change that makes the user a new is and that the name, email, etc is already taken, so just don't, too bad.
