Not a bug New Users - Admin Approval Not Working...

Good Morning folks,
So I am running a private forum for a Federal Police Agency. Currently, I have everything set so all new users need to be approved by an Admin. For some reason, a lot of people are making it through that approval process and jumping straight to the Awaiting Email Confirmation step. I've checked the admin logs and my other admin hasn't approved the user either.

Anyone have an idea what's going on with this?

Email confirmation happens before you approve the account.

So they sign up, their status goes to awaiting email confirmation then it goes to the users awaiting approval step?
