Because the developers never added it to the core. It was suggested back in 2010 but has only 23 likes,

I guess the addon is working well, but it does not send admin mails on new postings which require permission of the admin before publishing. I need both.

No. That one is for notification of new registrants only, and helps us to identify spammers. It does an IP check/lookup to show the likely source, to see if it matches with what they said during registration. The suite you buy from him includes a whole bunch of other toys for various things, each requiring installation on its own - if wanted. You'd have to look through the list, to see if there is one to do as you are asking.

On our forum, any registered user is trusted to make new posts.
