If there are any intentional empty lines under a block of quoted text the first one will be removed upon initial post submission and on each successive edit until they are all removed (in other words, if there were five line breaks under the block, one would be removed at each time a user saves the post). The behavior can be seen immediately when clicking the 'Preview' button, removing the first empty line under the quoted text as seen below:
Thank you for reporting this issue, it has now been resolved. We are aiming to include any changes that have been made in a future XF release (2.2.0 Beta 6).
