You will have to edit the header template. What exactly do you want to do?

You can add secondary links to existing tabs by editing the navigation template. Here is a code example:

Or here are exact instructions for adding Account Upgrades as a new tab:

But these template edits do not address the problem of tab selection (ie the tab will not become selected when you visit the Account Upgrades page). If you want to create a new tab with tab selection then I suggest this addon:

The latest 1.1.3 update has an option to enable tab selection for link-forums which can be used in this case to create a new tab for Account Upgrades (as a link-forum).
