XF 1.5 Moderator Usergroup and Users->Moderator Permissions

Whats the difference between setting up the 'Moderating' user group and adding it to a user's secondary user group to be a forum moderator

Users -> Moderator -> Create New Moderator

Does the person have to be in both re one or the other?

The latter is what makes some a moderator.

The moderator user group is useful in giving the same global permissions to moderators and for styling but it doesn't make someone a moderator.
