XF 1.4 Moderator Log

I am noticing that if I give a user moderator permissions and they edit/delete posts that it doesn't show up in the Moderator log in ACP? But if I make them a user type moderator they do. Right? My dilemma is that I have moderators that I want to see what changes they are making on the forum but I don't want them to have access to the reports system.
