As designed Minify CSS Disabled, yet still being sent to xcache?

I have two sites where CSS Minify is disabled by it is still inserted into xcache. I have restarted apache and cleared xcache, double checked that it is disabled in the settings and then see it still being inserted.

Here is a sample of the entry:

Disabling that doesn't prevent it from being cached. It just won't be minified before caching.
