I answered your question but I also supported this suggestion.

Haven't had an issue, but also agree.

Do note, the users still can lock the conversation, but staff will be able to reply, the users will not.

Actually I won't be releasing this. I have found out it is a function in @Xon's paid Conversation Essentials addon. So if you really need the functionality, I suggest getting that addon. It really has some great improvements to the conversation system.
