XF 1.4 Member Merge Feature Missing

I just imported two forums into a fresh install of XF 1.4 (latest) and wanted to merge my other two member accounts with my current one. I go to User > Action and there is no merge member option. I have admin powers and all that. Any ideas?

Is the member a moderator or an administrator?

See this post from Mike:

You can't merge from a user that is a moderator or an admin, since that user is deleted. You'd need to demote that user from both before they can be a merge source.
