Not a bug max attachment size set, yet larger images are making it through...

Max Attachment size is set to 1600 pixels in both dimensions, yet larger images are making it through.

Tests show that it's flagging 6000x4000 as 'too big', but 3000x2000 is allowed.

What is the actual size of the attachment once it has been uploaded?

in this case the test image of 3000x2000 was coming through at 3000x2000, i.e., not reduced in size

member image here for example is 3000x3000 (although guests won't have permission to confirm that) as seen when downloaded or when viewing EXIF metadata.

On further review, it's adjusting the size of the image, but retaining the original EXIF dimensions. False alarm, but confusing.

Yes, we capture - out of necessity - the EXIF data before we transform the image (which would remove the EXIF data).
