XF 1.5 Manual post approval for an user?

Is there any way to moderate post by a particular user so it has to manually be approved?
I didn't found anything in the user permissions.

It's the 'Follow message moderation rules' permission.

Set it to 'Never' for that member.

I did it but this user could publish another post without my approval. Are you sure is that the right option for that?

@Brogan , are you sure that's the right option? I set as you recommended for that user but he has posted a new thread without my permission.
