XF 2.0 Manage Roles

Hi, I'm trying to allow certain members to manage other's roles without giving them the full Admin CP. Is this possible with the latest version of XF or with an add-on? (I'm just a few versions old as far as XF2 goes).

It would require an add-on, if one exists, otherwise custom development.
