How do you manage users posting links in forums?

The spam management settings and permissions can deal with that.

We have forums that allow links and others not. Where is permissions can I find that?

You can apply permissions to user groups and to forums (nodes).

Create a demo forum using the Admin demo link in the footer. You can play around in there as much as you want. It will expire after 3 days, but you can do it again and again.
