Theoretically, it's already possible:
- Using notice criteria, set it so the welcome notice shows to users of the Registered user group, optionally making it non-dismissible if you want.
- Create another user group called Registered Promoted or whatever you want to call it.
- Leave the permissions the same, but set the notice criteria so it doesn't display to this new user group.
- Promote users to this new user group automatically after two weeks.
