Duplicate Limit number of albums per user, but allow sub-albums

I would like to limite users to a certain number of albums they can create.

Ideally for me each user would be only able to create one album, but also have the ability to create sub albums within their own album.

Yes, I just noticed I'd already liked one of those. I think they are going to best if dependent, ie restrict number of albums but only if you can have sub albums.

Or, if you are going to allow sub albums, then it will work best if there are at least restrictions on number of parent albums. My moderators are clamouring for this!

I suppose it would be good to merge these three threads.
