There is no other user with whom the user shares the IP address. When you look at the IP address, it appears to have been active 26 minutes ago, but in the user information it appears to have been active yesterday.
my php system information

I only use the redis plugin, it is up to date. All other plugins are original xenforo plugins and all are up to date.

hmm I wonder if it's showing the IP address was active, albeit the user was logged out, 27 minutes ago?

This is unlikely to be a bug, as IP logging is distinct from session activity updates. Logging into the control panel, for example, will log an IP for a user without affecting their session activity.
