As designed Javascript file missing?

Trying to hook into the new editor at the moment. From the "editor"-template I can read, that there should be a vendor/froala/froala-compiled.full.js (Line 6), but the file is actually non-existant. I can only guess if it's a code leftover or the file is missing, you probably know what's the cause.

That's in the code, but it's for internal XF usage only. Normal setups won't ever reach that code.

I don't really understand why those lines of code are there then, if they're never reached. Isn't it some unnecessary bloat then that you could shift to a 'private' template modification for your development? Don't get me wrong, it's not the optimization I am worried about, but the confusion this creates for everyone that comes past these lines and decides to investigae a little, for whatever reason he might have.
