I think you can start a new website with your current license, but you must update your forum details in your control panel to reflect the new url and xenforo must be deleted from the previous url before being installed on the new url.

You are permitted one public installation per license.

If you wish to change the domain/start a new site, you will either have to delete the existing site or purchase a new license.
