Issues with SSL / License

I'm having some issues with SSL on one site license.

Am I able to change that site to a new URL and launch that board, while taking this one off, and then repurchasing a new one it when those are resolved (maxed out on LE certificates during a move).

By doing so, does switching the board URL make it ineligible for transfer/sale?

You can change the domain for a license at any time.

It doesn't affect the license status or the ability to transfer it.
