XF 1.4 Issue with rank permissions

I'm having an issue with placing a user in multiple user groups whilst keeping the appropriate permissions.
If I place one user in the Moderator usergroup and give them moderator permissions, the permissions work fine. If I then place that user in a secondary user group, they receive the permissions of a normal user, which is not wanted.

Permissions are cumulative - the guide in my signature explains how to set them up.

If you wish to make someone a moderator, then you need to explicitly promote them to that status.
Just adding them to a user group is not enough.
