Is it possible to set up three websites with a second-hand XenForo license?

Hello, I am thinking of buying a second-hand XenForo license. Is it possible to set up three websites? I have SMA type-2 muscular dystrophy and am physically disabled. If I were to buy a new license, would it be possible to get it at a discount? Because it is very expensive for Turkey and the dollar exchange rate is very high.
