XF 2.2 Is it possible to remove or set time for username change for certain user?

The time set for user name changes is option based, not permission based, so it would take an add-on to do what you are asking.

AdminCP >> Options >> User options

Scroll down to Minimum time between username changes

Set to 0 (xero)

Users will need to wait this number of days between username changes. If this is set to 0 users can change their username as frequently as they like.
