Is it possible to block access to a whole country by mistake?

I don't want to do that, but a member from Russia says he can't access the forum. So I am investigating why that is, he wondered if we blocked his country. We did no such thing. But the question was asked and I'm looking for an answer.

Perhaps Askimet or Stop Forum Spam settings are blocking legitimate people? Your host might also have some country blocks on.
