Implemented Integrated CLI-based Importer

Hi,

As we all know, the default web-based xenForo importer is very slow and causes long down-times for medium/big boards.
It would be very useful to include a built-in CLI based importer (Initially: vB3/vB4) so forum owners with root access can use it to import external data rapidly or ask their hosting to run the importer for them.
I know than a CLI-based importer addon already exists, But it's very expensive (Even more expensive than xenForo software itself) and it is not officially supported by xenForo developers. It's very nice to have such feature as an option.

The included CLI importer only supports vBulletin 3 and lacks vBulletin 4 support.

Importers are updated as and when time permits - the existing web based importers for example have recently been updated as part of 1.2.
