It says that installation doesn't include database config, I never heard of an installation service that doesn't create the database. Did I read that wrong?

The database needs to be created manually/separately, before XF can write to it.
That's fairly standard when installing software such as this.
We will create the database and user if it hasn't already been created and we have the relevant access, e.g. cPanel.
