Duplicate Inserted image in Froala editor isn't displaying popup controls

I wasn't sure when this happened, but I am fairly certain this is a bug introduced with the latest 2.2.7 patch 1.

Just to be sure I did a fresh install in a docker container to test (and to make sure it wasn't some Add-on I added recently). I was able to reproduce the bug with a blank installation.

Attached video is best way to describe it. From looking at the HTML, it looks like the fr-hidden class is not being removed when fr-active is being added (ie. when the image is selected). I've confirmed this on a Mac, in both Safari and Chrome.

Fixed - Image Popup not becoming visible on all/small images

When posting an image, the popup menu that allows for things like setting the size of the image, replacing it, setting alt text, etc only appears to lose the fr-hidden class under some circumstances. The image seems to need to be large enough and I've had more luck when there's a scrollbar on...
