Fixed Inline Moderation Thread Move Prefix Bug

When using the inline moderation to move a thread, if no destination is chosen then they are offered prefixes not available to them normally.

Steps to reproduce:

• On the thread view page select a thread for inline moderation, choose to move the thread.
• Do not select a destination forum yet and instead choose to apply a prefix
• You will be offered every prefix on the forum even prefixes not allowed in that section.

Checked the same on XF1 and this does not happen.

This is fixed for 2.0.2. We will now trigger an update to the prefix list immediately when the menu is loaded, which should ensure that only the prefixes for the selected forum are shown as expected.
