As designed Index page route & route filters.

If the index page route is set to a route filter (IE, the route doesn't exist but is defined as a filter), then the home page redirects to the defined index page route.

I'm assuming this isn't correct?

I thinks it's intended.
This sounds like an issue someone I know had, maybe better documentation is needed.

It's as designed because the index page route should not reference a route filter. The redirect happens because of URL canonicalization -- which is telling you that it thinks the canonical URL is different.
