I got the error even when I ran it with utf8

Starting import from vBulletin 4.x (Beta)...

I found a fairly nasty bug related to empty strings being UTF8 converted - which is now fixed, but the changes are fairly extensive so I'm afraid you'll need to wait for 2.0.2 to get the update - although I might be able to get something sorted out for you if you submit a support ticket for my attention.
