XF 2.0 Image cache deletion

I don't know if it is safe to "nuke" my data_internal/image_cache folder to start over because it is 250 GB.

I don't know if there is a best practice for that.

Not exactly -- it's used by the image proxy, which is generally storing images based on your caching configuration for it, which is set in the control panel. If it's taking up more space than you'd like, you might want to adjust the cache length options surrounding it. (If you change this significantly, it will likely take some time to clean up, though it should be reduced over time.)
