It's in off topic. Pretty sure off topic (possible—unless it's cached at 0 [because clicking on it does reveal the message]) and test messages (definitely) don't count towards a user's total on XF.

Yes they do/can. They may post questions, statements etc, to build trust or to come back later to insert url's

Edit spam, s0n. Post something innocent looking then come back later edit the post insert spam. Goes WAY back. Fortunately the admins here know about it and accounts not licensed can't edit their posts!
