XF 1.3 im getting a msqli extension error

As the error text states, you will need to contact your host.

The MySQLi extension is required for XenForo to function.

its a Linux VPS OpenVZ Server i have Access to WHM And Cpanel how can i fix it

Install the mysql PECL - since you are using cPanel it's apparent that you are using centOS. There should be an option there for it.
