Super nitpicky, but the way the phrase is used, it's talking about nodes, not necessarily forums.
It's used when you add a new node. I noticed it while creating some new node type options (that are most definitely nothing related to forums).
Digging a little further, the same phrase is used for other non-forum node types (for example, "Category"). Since the process is creating a new node, wouldn't it make more sense to refer to it as a node (instead of a forum)? Here's a screenshot of the Category creation, where every other phrase refers to it as a node (except for the one place where the Category is called a "forum" instead of a node):
